Maldives Begins Review of First Climate Transparency Report with UNFCC

The Ministry of Tourism and Environment and the United Nations Framework Convention on Climate Change (UNFCC) Secretariat kicked off the In-country Technical Expert Review (TER) of the Maldives First Biennial Transparency Report (BTR) yesterday. 

The BTR is a critical document submitted to the UNFCC by countries as part of the Paris Agreement’s Enhanced Transparency Framework.  It is a comprehensive document submitted once every two years and contains detailed information on national greenhouse gas emissions, mitigation projections, policies and measures, climate change impacts and adaptation, levels of financial, technology development and transfer and capacity-building support, capacity-building needs and areas of improvement.

The Maldives submitted its first BTR ahead of the 31 December deadline last year, becoming the third Small Island Developing State (SIDS) to do so. In recognition of this achievement, the country received the BTR Champion Certificate, which acknowledged its strong commitment to global climate action and transparency.

The TER now aims to assess and improve the quality and transparency of the Maldives’ BTR. A group of experts will lead consultations, verify the information submitted, and offer constructive feedback. Their review will highlight how the BTR can more effectively demonstrate climate action, identify areas for improvement and capacity-building, attract targeted support, and address other key priorities.

These recommendations will help strengthen the Maldives’ systems for monitoring, reporting, and verification, support future reporting efforts, and enhance national climate resilience.

The review process will also inform the Maldives’ next BTR submission in 2026, reinforcing the country’s commitment to transparency and accountability in its climate initiatives.
