Addu City Council Seeks Bids for New Tourist Facility on Savaahili Island

The Addu City Council has opened bidding for the development of a tourist facility on Savaahili Island, inviting interest from both local and foreign investors. The proposed development spans over 79,000 square metres of land and includes a dedicated lagoon area.
According to the council, the envisioned project is aimed at supporting the broader tourism ecosystem in Addu, including resorts, guest houses, hotels, and other tourism-related service providers. The investment must incorporate a range of key features, including a minimum of 10 guest rooms, a restaurant, a bar, recreational facilities, a water sports centre, a spa and wellness centre, and a communal swimming pool.

The lease for the land is being offered for up to 50 years under section 8 of the Maldives Tourism Act (Law No. 2/99).
Interested parties may inspect and purchase the bidding documents between 9 April and 20 April 2025 at the Secretariat of the Addu City Council, or by emailing the completed application form to finance@adducity.gov.mv. The form is available on the council’s website.
The bidding document costs MVR 15,000 for individuals or entities with full Maldivian ownership and USD 1,000 for foreign bidders. Payment is non-refundable, and each bidder is permitted to submit only one proposal per land category.
A pre-bid meeting for those who purchase the bidding documents will be held online on 22 April 2025. The bid submission and opening will take place at 13:00 on 15 May 2025 at the Secretariat of the Addu City Council, or another venue to be announced if changed. Bidders or their representatives are required to be present at least 10 minutes prior to the session.
The council has stated that any updates regarding the time or venue will be communicated through print and electronic media only.
