CSC Criticises Delays in Pay Harmonisation Programme

The Civil Service Commission (CSC) has expressed concerns over the lack of progress in the administration’s ‘Pay Harmonisation Programme’.

During a meeting with Parliament’s Committee on Independent Institutions yesterday, CSC President Mohamed Nasir highlighted that, despite the transfer of salaries for teachers, principals, doctors, and nurses to the new structure, civil servant salaries remain unchanged after two years.

Nasir emphasised that there have been no significant changes in civil servant salaries for the past 15 years, and the salaries of administrative staff have also seen no adjustments. He noted that efforts to standardise pay have not achieved the intended goal, instead widening the pay gap.

Nasir also pointed out that the Pay Commission did not consult the CSC while implementing the new pay framework, despite the CSC being responsible for the largest number of government employees.

Furthermore, he mentioned that while it is within the CSC’s mandate to classify civil servants based on education and experience, the transition to the new framework has involved the Pay Commission setting those criteria independently.
