Gov’t Launches Review of Island Acquisition Proposals

The government has initiated a review of proposals from local councils for the acquisition of uninhabited islands designated for economic activities.

Earlier this year, President Dr. Mohamed Muizzu pledged to simplify the process for councils seeking permits for income-generating ventures on these islands.

In a social media update, Minister Adam Shareef Umar highlighted the President’s commitment to enhancing the decentralisation system and financially empowering local councils. He emphasised ongoing efforts to develop robust policies for effective implementation. 

The minister confirmed that guidelines have been established for councils to acquire uninhabited islands, and the submitted proposals are currently under review. Notably, a significant policy change allows councils to extend the allocation period for uninhabited islands from 10 years to 25 years, facilitating the acquisition of farmland on or near these islands.

Four councils have submitted proposals: Inguraidhoo Island Council, Kudahuvadhoo Island Council, Maavashu Island Council, and Meemu Atoll Council. However, some of these councils have yet to provide all the necessary documentation. The Minister affirmed the government’s commitment to supporting councils impartially in fulfilling their legal responsibilities.

In addition to the review process, the government has announced a new system aimed at empowering councils and enhancing their revenue generation capabilities. To address spatial constraints, plans are underway to establish 50 new council offices. A proposal for the creation of 55 councils under a contractor finance model has been reviewed and submitted to the Economic Council for consideration.
