Gov’t Seeks Developers to Build Domestic Violence Shelter in Seenu Hithadhoo

The Ministry of Finance and Planning has opened the submission process for proposals to develop a domestic violence shelter in Seenu Atoll Hithadhoo.

In a notice published last Wednesday, the ministry, on behalf of the Ministry of Social and Family Development, invited eligible bidders to submit sealed bids for the construction of the new Domestic Violence/Gender-Based Violence Shelter in Hithadhoo.

The notice also stated that the Maldives has received financing from the Asian Development Bank (ADB) to support the Strengthening Gender Inclusive Initiatives Project, with part of this funding allocated for the contract package.

The ministry confirmed that open competitive bidding (OCB) will follow the “Single Stage: One-Envelope” bidding procedure and is open to all bidders from eligible countries, as outlined in the Bidding Document.

Interested parties must comply with the “Construction Industry Contractor’s Regulation” by the Ministry of Construction, Housing and Infrastructure, and the “Foreign Direct Investment Policy” by the Ministry of Economic Development. Bidders must register with the Ministry of Finance and Planning between March 19 and April 24, 2025, from 8:00 a.m. to 2:00 p.m. on all working days. 

A non-refundable registration fee of MVR 1,500 (USD 100) is required, which can be paid via the online payment portal Ban’deyri Pay or through an electronic transfer to a designated bank account.

A complete set of bidding documents and related information will be available for download on the Ministry of Finance and Planning website, www.finance.gov.mv. The ministry said they will not be responsible for any information not received by the bidder, who is expected to regularly check the website for updates related to the bid invitation. The invitation is also published on www.finance.gov.mv, www.gazette.gov.mv, and www.adb.org.

Bids must be delivered to the National Tender Department of the Ministry of Planning by 10:00 a.m. Maldivian Time on April 28, 2025. The ministry has stated that late bids will be rejected.

This initiative was initially announced by President Dr Mohamed Muizzu during his presidential address on February 6, 2025, at the first parliamentary session of the new term, where he confirmed development plans for the year would be disclosed in February.
