Gov’t Seeks EOIs for Prison Complex and Hope Island Project in UTF

The Ministry of Homeland Security and Technology is inviting qualified and interested firms to submit Expressions of Interest (EOIs) for two major development projects in Kaafu Atoll Uthuru Thilafalhu (UTF): the investment and development of a Prison Complex and the Hope Island Project.
In gazetted notices published today, the ministry described the Hope Island Project as part of the Maldives’ national strategy to establish a long-term, sustainable rehabilitation and social reintegration facility for children in conflict with the law. In a separate notice, the ministry identified the Prison Complex as a key national initiative aimed at creating a centralised facility that consolidates all existing prison units into a single, purpose-built complex.
The ministry stated that both projects will follow a cross-subsidisation model, allowing the selected investor to propose commercially viable components to offset the associated development costs.
Firms interested in submitting an EOI must address their submissions to the Ministry of Homeland Security and Technology. Submissions may also be sent via email to bureau@mohst.gov.mv. All EOIs must be received by 14:00 hrs on Sunday, 27 April 2025.
The Ministry will hold an information session for parties that submit EOIs, during which it will share further details, including lagoon and island availability, project scope, and other relevant aspects. Only firms that submit an EOI will receive information about the session. The Terms of Reference (TOR) document is available alongside both announcements.
