Report Alleges Indian Intelligence Backed Plot to Impeach President Muizzu

A bombshell report by The Washington Post has unveiled allegations that Indian intelligence collaborated with opposition leaders in the Maldives to orchestrate an impeachment bid against President Dr Mohamed Muizzu earlier this year.

According to the report, Indian agents working under the Research and Analysis Wing (RAW) initiated discussions with Maldivian opposition figures following Muizzu’s election in late 2023. Muizzu had pledged to expel Indian military personnel stationed in the Maldives and foster closer ties with China.

An internal document titled “Democratic Renewal Initiative,” obtained by The Washington Post, outlines an elaborate plan involving the bribery of 40 members of parliament, senior security officials, and criminal groups to secure Muizzu’s removal. The conspirators reportedly sought $6 million to finance the plan, which they intended to obtain from Indian sources.

The report claims that while the impeachment effort ultimately failed, the discussions highlight the geopolitical contest between India and China in the Indian Ocean region. The Maldives, located along key maritime routes, has become a focal point in the rivalry between Asia’s two largest powers.

Allegations of Covert Influence

The exposé sheds light on India’s history of political involvement in the Maldives. It details alleged efforts by Indian officials to bolster the Maldivian Democratic Party (MDP), perceived as India-aligned, in opposition to Muizzu and his predecessors. During the 2023 presidential election, Indian officials reportedly assisted the MDP campaign, sparking concerns among Maldivian defence officials.

In January 2024, shortly after Muizzu assumed office, discussions between a RAW official, Indian intermediaries, and Maldivian opposition figures explored the feasibility of an impeachment. Surveillance records allegedly obtained by the Muizzu administration and shared with The Washington Post revealed meetings and communications between key players, though it remains unclear how seriously New Delhi considered financing the plot.

Indian officials, including those in the Ministry of External Affairs, declined to comment to Washington Post on these allegations.

Regional Contest for Influence

The Maldives has long been a battleground for India and China’s strategic ambitions. While India has historically provided humanitarian aid and security assistance to the archipelago, China’s Belt and Road Initiative brought substantial investments during former President Abdulla Yameen’s tenure. These included the $200 million Sinamalé Bridge and other infrastructure projects.

Muizzu campaigned on an “India Out” platform, criticising India’s influence in the Maldives. His administration’s pivot towards China has heightened tensions with New Delhi, with Indian officials reportedly viewing Muizzu as a security threat.

Fallout and Denials

The Maldivian opposition has denied seeking external funding for impeachment efforts. MDP officials acknowledged discussing the possibility of Muizzu’s removal but claimed financial constraints and concerns over political instability halted any formal attempts.

MDP member Ahmed Easa and former MP Hussain Shaheem was named in the report as having close ties to Indian officials.

President Muizzu has yet to comment on the report. However, his administration has taken steps to consolidate support within parliament, reportedly offering bribes to foil the impeachment attempt and join his coalition instead.
